Most of the motorists would turn on HIGH or FASTEST SPEED of the wipers during heavy downpour, yet the visibility in front of the windshield is still bad.

I agree.. We can help prevent accidents if we become proactive in our driving. Observe all the traffic rules and signs. It's a system understood by all competent drivers and are meant to be followed to ensure a smooth flow of traffic instead of chaos.
During rainy seasons the road can be quite slippery that is why there are a lot of accidents. Drivers must be more careful t avoid accidents.
